Advancing BC’s Spirit of Expansion to Build a New Symbiotic Canada

——Lorne Doerkson

— The Civilizational Significance of Lorne Doerkson’s Victory Speech

(Archer Hong Qian)

“We will be the catalyst. But you are the engine.”

Doerkson

GDE=Σ(GDP?×η?)

Passion——

Vision——

Mission——

Expansion——

Action——

从轴心时代的Philosophy(愛智慧),到数位—量子时代的Amorsophia(愛之智慧),人类需要完成一次文明观念的升华。

Symbioculture——

Live and let live. All for Life.

Advancing BC’s Spirit of Expansion to Build a New Symbiotic Canada

— The Civilizational Significance of Lorne Doerkson’s Victory Speech

Archer Hong Qian

On October 24, 2026, British Columbia reached a political turning point nearly a century in the making.

For the first time since 1928, the Conservatives won a provincial election and returned to power. Ninety-eight years—a wait spanning generations—finally came to an end. For Premier-elect Lorne Doerkson, this is an extraordinary historical opportunity, carrying an equally profound public responsibility.

His victory speech that evening sent signals worth taking seriously.

Doerkson stepped onto the stage, visibly moved and almost breathless with excitement. He spoke of his hometown, of highways, forests, mines, and ports; of hardworking ordinary people; and of those pioneers who came to British Columbia with dreams, determined to make something of their lives.

He called it the Trailblazing Spirit.

One remark was especially striking:

“We will be the catalyst. But you are the engine.”

The government is the catalyst. The people are the engine.

These words go straight to a fundamental question of modern governance: Where does the driving force behind wealth creation and better living come from? And what role should government play?

Nearly three centuries ago, Adam Smith identified three essential conditions for national prosperity: peace, light taxation, and a tolerable administration of justice.

Today, British Columbia has a historic opportunity to rediscover these principles and put them into practice.

From pioneering the frontier to expanding human possibilities; from individual enterprise to intersubjective symbiosis; from economic growth to the effectiveness of development in serving life.

This is precisely the civilizational question at the heart of Symbiotic Canada.

I. BC, Rediscover Your Trailblazing Spirit!

What was most inspiring about Doerkson’s speech was the confidence with which he seemed to envision a prosperous British Columbia.

From natural gas in Kitimat to energy production in Fort St. John; from forestry in Prince George and Quesnel to orchards and technology companies in the Okanagan; from fishing boats off Vancouver Island to transportation in Surrey, ports in Delta, and Vancouver’s innovation economy.

A mine in the north generates business for a southern port. A lumber mill in the Interior supports truck drivers hundreds of kilometres away.

He sees a province bound together by economic connections, capable of creating prosperity through shared endeavour.

How could the prosperity of an entire province be measured only by the government offices of Victoria and the towers of Vancouver?

BC is also its vast northern lands, immense forests, rushing rivers, mineral wealth, and millions of people living and working in communities across the province.

Indigenous peoples built civilizations on this land long before the arrival of later settlers. Others subsequently came with courage and ambition, building railways, opening mines, establishing farms, constructing factories, and founding cities.

There have been successes and failures, achievements and conflicts, along with lasting ecological burdens.

Today, the Trailblazing Spirit calls for a new civilizational meaning.

From territorial expansion to intersubjective symbiosis. From resource development to the flourishing of life. From individual striving to symbiotic co-creation.

Self-organization is the driving force; symbiosis and collaborative co-creation provide the generative potential. The two are mutually responsive, complementary, and mutually reinforcing.

Return government to public service, markets to their creators, and society to living, self-organizing subjects.

That is what it truly means for government to serve as a catalyst.

II. Five New Policy Directions: Unleash BC’s Vitality!

Doerkson’s victory speech signalled five major policy directions.

First: Attract investment and bring capital back to British Columbia.

Why has capital left? Why are investors holding back?

Property rights, taxation, project approvals, policy expectations—wherever the problem lies, begin the reform there.

Capital seeks returns, but it also requires confidence.

Behind every expectation lies confidence. Without trustworthy institutions, even the most enthusiastic investment campaign amounts to empty rhetoric.

Second: Develop energy and mineral resources, revive forestry, and create jobs.

Minerals buried underground do not automatically improve people’s lives. Forests standing on mountainsides do not generate industrial prosperity on their own.

Accelerate exploration, approvals, investment, construction, and market access, while clearly defining Indigenous rights, community benefits, and long-term ecological responsibilities.

Develop what should be developed. Protect what must be protected. Take responsibility for what must be accounted for!

Third: Cut taxes, introduce no new taxes, and relieve the burden on families and businesses.

The real test of tax reduction is whether government can simultaneously reduce its own organizational costs.

Eliminate one unnecessary approval, and a business might save a year. Remove one redundant administrative layer, and public finances gain breathing room.

Light taxation requires a lean and effective government. Fiscal commitments must be redeemed through genuine development effectiveness.

Fourth: Improve healthcare, public safety, and public services.

Citizens pay taxes. What does government deliver in return?

Can patients see a doctor promptly? Can older people receive the care they need? Are communities safe? Is justice administered fairly?

The value of public services must be delivered in the everyday lives of the people.

Fifth: Make it possible for young people to afford homes, find meaningful work, and keep their dreams alive.

Of these five commitments, this one carries the deepest human warmth.

Doerkson spoke of a baby born on election night. By 2036, that child will be ten years old.

Will the child’s parents be able to own a home? When the child grows up, will leaving British Columbia be the only way to find opportunity?

Every economic policy must ultimately return to the lives of ordinary people.

This is also the central concern of Symbionomics: moving beyond GDP toward GDE—Gross Development Effectiveness.

GDE = Σ(GDP? × η?)

The effectiveness coefficient, η, is the core of this framework.

Development must be measured by more than its scale. Its actual effectiveness matters even more, assessed through five dimensions:

C — Cost Reduction

E — Empowerment

H — Health

T — Trust

P — Peace

How many new mines have opened—and how much have people’s lives improved?

How much has the public budget expanded—and how much more effective have public services become?

How much has GDP grown—and how much additional ecological burden has been created?

No matter how much wealth an economy produces, prosperity loses its foundation in life when people cannot afford homes, social trust deteriorates, and public finances are consumed by mounting expenditures with diminishing returns.

III. Five Qualities of Those Who Achieve Great Things

Doerkson’s speech was passionate, sincere, and stirring. It calls to mind the remarkable qualities shared by many people throughout history who have made outstanding contributions to humanity.

Five vital qualities often stand out:

Passion — The Fire Within.

Love for life, devotion to one’s work, and hope for the future.

Fall down? Get up again.

When wildfires or floods strike, stand beside your neighbours.

When difficulties arise, continue to believe in what is possible.

Without passion, where would creation begin?

Vision — The Ability to See Beyond Today.

The eyes see the present. The mind sees the future.

A statesman must look beyond the next election. An entrepreneur must look beyond the next quarterly profit. A scholar must look beyond the next academic paper.

True vision dares to seek a possible world that has yet to exist.

Mission — The Courage to Take Responsibility.

Ability must be matched by commitment.

What is power for? What is wealth for? What is knowledge for?

Whether an undertaking leaves a lasting contribution depends on its ability to bring more people freedom, health, dignity, and opportunities to create.

Expansion — The Spirit of Opening New Frontiers.

From one mine to an entire industry. From one school to the growth of a generation. From one community to an entire nation.

The essence of Expansion lies in continually opening new possibilities for life, breaking through barriers, and enabling different subjects to exercise their distinctive talents and create together.

Action — Turning Possibility into Reality.

Without action, Passion becomes mere excitement, Vision dissolves into fantasy, Mission turns into a declaration, and Expansion never leaves the map.

Dare to act. Have the courage to take responsibility.

When something goes wrong, correct it—and get moving again!

Action is where all five qualities find their fulfilment.

These qualities belong to everyone who genuinely creates and contributes: scientists, artists, entrepreneurs, educators, political leaders, and countless ordinary people who change the world through their work.

On election night, Doerkson demonstrated Passion and Vision. His Mission, Expansion, and Action will face their real test in the work of governing.

Yet bringing these five qualities together calls for something deeper: a wisdom rooted in life itself.

From Philosophy—the Love of Wisdom in the Axial Age—to Amorsophia—the Wisdom of Love in the digital–quantum age, humanity faces a profound transformation in its understanding of civilization.

Knowledge can make us powerful. The Wisdom of Love makes that power beneficial to life.

Like salt and light, Amorsophia permeates Passion, Vision, Mission, Expansion, and Action.

It gives creation direction, power responsibility, and civilization human warmth.

IV. From Multiculturalism to Symbioculture: What Can BC Contribute?

British Columbia possesses another great source of wealth: its cultural diversity.

Yet diversity alone does not automatically generate prosperity.

People of different ethnic backgrounds may live in the same city without trusting one another.

Different cultures may share the same land without creating anything together.

Different interest groups may each seek government funding without building an effective social organization.

Diversity without symbiosis leads to fragmentation—even conflict.

For more than half a century, Canadian Multiculturalism has played an important historical role in recognizing cultural identities and protecting rights.

Today, it needs to advance toward a new civilizational paradigm:

Symbioculture — Symbiotic Culture.

From static coexistence to interactive compatibility; from mutual accommodation to symbiotic co-creation; from diverse cultural endowments to the capacity for shared creation.

Every culture retains its subjecthood. Symbiosis provides the guiding norms.

This transformation also calls for an educational revolution.

From the industrial-commercial age, which cultivated exceptionally capable individuals, to the digital–quantum age of Holistic Education.

An education that helps each person discover the authentic self, develop genuine capabilities, and uphold personal responsibility.

An education that nurtures physical health, independent minds, exceptional talents, and the wisdom of intersubjective symbiosis.

AI and SI may demonstrate extraordinary intelligence within particular domains. Human beings, however, require the development of their whole lives.

Individuals may grow ever stronger while society as a whole fails to improve. When exceptional individuals enable one another to flourish, a more exceptional society becomes possible.

This vision can find powerful resonance in the Trailblazing Spirit that Doerkson has rekindled.

Let BC’s Indigenous peoples, immigrant communities, schools, businesses, technology institutions, and public organizations build the capacity for symbiotic creation through genuine cooperation.

From cultural festivals to shared undertakings.

From government subsidies to self-organized creation.

From identity divisions to organizational trust.

From Symbioculture to Symbiotic Canada!

V. Peace, Light Taxation, and Practical Government: Turn a Historic Opportunity into Civilizational Creation!

In 2027, Canada will mark the 160th anniversary of Confederation.

Embraced by three oceans, Canada possesses abundant resources, diverse cultures, and vast spaces for life to flourish.

It also confronts serious challenges in economic development, public finances, education, housing, healthcare, social trust, and ecological burden.

British Columbia now stands at another historic turning point.

After 98 years, the Conservatives have regained the opportunity to govern. The voters have granted a mandate—and entrusted them with responsibility.

Let government concentrate on what it must do well: safeguard peace and the rule of law, protect property rights and fairness, reduce taxes and unnecessary regulation, improve public services, and allow everyone capable of creating value to create!

When government collects taxes, it must deliver public value. When it exercises power, it must accept public responsibility.

Let businesses invest with confidence.

Let workers earn the rewards of their labour.

Let older people receive proper care.

Let children grow up healthy.

Let young people afford homes—and see a future worth building!

Moving from BC’s Trailblazing Spirit toward a new civilization of intersubjective symbiosis requires both passion and science, freedom to create and shared responsibility, vibrant markets and effective government.

The true measure of prosperity is ultimately written in the everyday lives of ordinary families.

This is the spirit behind Symbiotic Canada: From Diversity and Ecology to a New Order of Interactive Compatibility and Symbiosis.

Ninety-eight years of waiting are over.

The next chapter of history must be written through action.

Let Passion burn! Let Vision illuminate! Let Mission shoulder responsibility! Let Expansion open new frontiers! Let Action deliver!

Peace gives life security.

Light taxation gives creativity room to flourish.

Practical government unleashes the power of the people.

May British Columbia set out once again with its Trailblazing Spirit—and help build a new Symbiotic Canada!

Live and let live. All for Life.
