一、 繁荣的底层逻辑:生命主体的信心
Symbionomics(共生经济学)认为,一个国家繁荣的核心,就是生命主体的经济信心——和平、轻税、过得去的司法行政!
在当下的多事之秋,加拿大国民正承受着物价高企、房产低迷以及潜在边境移民危机的多重压力,整个社会的预期与信心普遍陷入低落。如何在这种迷茫期重新点燃“生命主体”的预期,是检验联邦与各省执政智慧的试金石。
二、 外部危机作为“激将法”:川普退群姿态的倒逼效应
近来地缘政治风暴再起,川普扬言要退出USMCA(美墨加协定),一时间山雨欲来。其实也未必,三国工作团队正在抓紧协商谈判,我预判,大概率协议还是会续签!
但是,川普这个“要退”的姿态,恰恰成了一个高明的激将法。南边这位不确定性极高的邻居所施加的外部保护主义压力,被连续执政的自由党领袖卡尼再次成功地加以利用,形成了巨大的外部倒逼,让原本各怀心思的联邦政府、阿尔伯塔省(阿省)与不列颠哥伦比亚省(BC省)都坐不住了。
三、 从内耗到共生:7月2日的三方历史性握手
长期以来,阿省与BC省在能源走廊和出海口问题上剑拔弩张——阿省急于跨越落基山寻找亚太市场,而BC省则坚守北岸油轮禁令并极力保护本地生态和原住民权益,两者一度陷入“你多输油,我遭污染”的零和博弈和政治嫌隙。
然而,7月2号,BC省、阿省和联邦政府关于联邦动员100亿加元,支持BC大温港口建设、阿省输油管道走南线出海的新闻发布会,徹底打破了僵局。这则重磅新闻,可能成为化解省际冲突,维护联邦,繁荣经济,间道竞合,多元共生的一个现实范例!
利益危机与多元共生:卡尼政府利用这次外部危机,促成了政治上的重大妥协——阿省主动放弃北部路线以维持北岸生态,改走南线横山管道走廊;而BC省保持北岸油轮禁令,默认南线管道属联邦权力而放行,换取了包括扩建马西隧道(George Massey Tunnel)在内的30亿加元重大交通基建,以及总额百亿的港口建设大礼包。
存同尊异,间道竞合:面对北美内部的贸易风险,加拿大西海岸的“大温港口”和“原油出海”不再只是简单的经济项目,而是升级为国家安全与多元地缘的战略突围。通过太平洋连接亚洲与更广泛的多元市场,就是加拿大的“间道”。在维持环境平衡(保护原住民利益与自然共生)的同时,利用南线实现经济突围,大家存同尊异,间道竞合,完美诠释了共生智慧。
四、 结语:共生加拿大,在行动中重建信心
不管最后结果如何,单从提振加拿大国民信心上看,这次100亿加元的联邦大动员不仅是在修路建港,更是向全球市场和全加企业释放了一个强烈信号:加拿大终究不会在纯粹的保护主义、多元主义面前瘫痪。
它极大地回应了Symbionomics中关于“和平(省际和解)”与“过得去的司法行政(高效的行政协调)”的诉求,是对冲未来税负压力、赋能中小企业和普通工薪阶层(生命主体)信心的强心针。
我曾在庆祝加拿大建国156周年纪念活动上,应邀发表过《建设一个共生加拿大》的演讲,今值加拿大159周年纪念日第二天,看到这则重磅新闻,也十分兴奋!
从三年前的理念呼吁,到看见今天“三方握手言和”的现实落地,这不仅是一个政治协议,更是一次关于国家信心重建与多元共生的生动实践。

I. The Underlying Logic of Prosperity: The Confidence of Living Subjects
Symbionomics posits that the core of a nation's prosperity is the economic confidence of its living subjects—encapsulated by peace, light taxation, and tolerable administration of justice! In these turbulent times, Canadian citizens are enduring multifaceted pressures from soaring living costs, a sluggish housing market, and a looming border immigration crisis. Consequently, societal expectations and public morale have generally drifted into a slump. How to reignite the outlook of these "living subjects" during such a period of disorientation serves as a true touchstone for the governing wisdom of both federal and provincial leaders.
II. External Crisis as a "Prod": The Compulsory Effect of Trump’s Threat to Exit
Geopolitical storms have gathered once more as Donald Trump threatens to pull out of the USMCA (United States-Mexico-Canada Agreement), casting a sudden shadow over North American trade. In reality, this may not materialize; the working groups of the three nations are currently locked in intense negotiations, and I predict a high probability that the agreement will ultimately be renewed!
However, Trump’s posture of "wanting to exit" has ironically turned into a highly sophisticated prod. The external protectionist pressure exerted by our highly unpredictable southern neighbor was once again successfully leveraged by the continuously governing Liberal leader, Mark Carney. This created a powerful external compulsion, making the Federal government, Alberta (AB), and British Columbia (BC)—all previously harboring their own disparate agendas—unable to sit still.
III. From Internal Friction to Symbiosis: The Historic Three-Way Handshake on July 2
For a long time, Alberta and BC have been at daggers drawn over energy corridors and ocean gateways. Alberta has been desperate to cross the Rockies to find Asia-Pacific markets, while BC has steadfastly defended the North Coast tanker ban to protect its local ecology. The two provinces were once trapped in a zero-sum game and political rift of "your oil transit means my pollution."
Yet, on July 2, the joint press conference held by BC, Alberta, and the Federal government shattered this deadlock. The federal mobilization of 10 billion Canadian dollars to support Greater Vancouver’s port infrastructure and route Alberta’s oil pipelines via the southern corridor to the sea represents a monumental breakthrough. This heavyweight news may well become a realistic paradigm for resolving inter-provincial conflict, preserving the federation, prospering the economy, competing through alternative pathways, and achieving pluralistic symbiosis!
Crisis of Interests and Pluralistic Symbiosis: The Carney government utilized this external crisis to broker a major political compromise. Alberta proactively surrendered the northern route to preserve the North Coast ecology, pivoting instead to the southern Trans Mountain pipeline corridor. Meanwhile, British Columbia maintained its North Coast tanker ban while tacitly acknowledging federal jurisdiction over the southern pipeline corridor. In return, BC secured a massive $10-billion port development package, including 3 billion CAD allocated directly to the expansion of the George Massey Tunnel and other vital transportation infrastructure.
Preserving Commonalities While Honoring Differences, Alternative Competition and Collaboration: Facing trade risks within North America, the "Port of Vancouver" and "oil exports" on Canada's West Coast are no longer merely commercial projects; they have been elevated to a strategic breakthrough for national security and geopolitical diversification. Connecting to Asia and broader global markets across the Pacific is Canada’s "alternative pathway" (Jian Dao). Striking a balance with environmental preservation—safeguarding Indigenous interests and coexisting with nature—while utilizing the southern line for economic breakthrough allows all parties to preserve commonalities while honoring differences, engaging in alternative competition and collaboration, which perfectly exemplifies the wisdom of symbiosis.
IV. Conclusion: A Symbiotic Canada Rebuilding Confidence Through Action
Regardless of the ultimate outcome, solely from the standpoint of boosting Canadian public morale, this $10-billion federal mobilization is doing far more than just building roads and expanding ports. It broadcasts a powerful signal to global markets and all Canadian enterprises: Canada will not, after all, paralyze itself in the face of raw protectionism and pluralism.
This move profoundly addresses the core tenets of Symbionomics regarding "peace" (inter-provincial reconciliation) and "tolerable administration of justice" (efficient administrative coordination). It serves as a potent antidote to buffer future tax burdens, empowering small-and-medium enterprises and the ordinary working class—the true living subjects of our economy—with renewed confidence.
I was once invited to deliver a speech titled "Creating a Brand-New Symbiotic Canada Through Reflection" during the celebrations for Canada’s 156th anniversary. Today, right on the second day following Canada’s 159th Dominion Day, I am immensely thrilled to witness this blockbuster news! Moving from a conceptual appeal three years ago to seeing the tangible realization of this "three-way handshake" today is not merely a political pact; it is a vivid, living practice of national confidence restoration and pluralistic symbiosis!
