Is entropy purely an equilibrium concept?

Physicists generally agree that social theories, as primitive theories, need reform. But as soon as people bring in ideas inconsistent with the dogmas in science, they see “room for improvement”. Any guy with a PhD in physics feels entitled to lecture others about their inferiority of intelligence.
Many physicists insist that entropy is purely an equilibrium concept. It is only defined in an equilibrium system. If entropy is purely an equilibrium concept, does entropy magically disappear when a system is in non-equilibrium?
