2026年注定是一个不平凡的年份。如果说，新年第3天美国就越境抓捕南美国家委内瑞拉总统马杜罗，虽然令人不可思议，但尚可用门罗主义来加以解释，那么，2月最后一天团灭了远在中东的大国伊朗政教合一最高领袖哈梅内伊及其高级将领们，门罗主义就无法自圆其说了。

在《国运的转捩点——简评2025美国〈国家安全战略〉》一文中，笔者分析了NSS战略重构的核心——灵活现实主义（Flexible Realism），并据此提出“阻击型门罗主义”（Defensive Monroe Doctrine，DMD）的概念。该概念并非“唐罗主义”（Donroe Doctrine），DMD是指一种运用预防性攻击或精准斩首行动，保卫或重塑价值观念、地缘政治、生活方式创新与再选择版块的国际和平市场秩序原则。该主义蕴含全球化3.0的示范效应，系邓小平“凡是和美国搞好关系的国家，都富为何起来了”命题的2.0版本，即从无善恶是非差异的政治正确“普惠制”转向是非善恶美丑鲜明的常识回归“会员制”规则重构。完全超越了“枪杆里出政权”或“选票里出政权”的旧时叙事。

概念界定

“阻击型门罗主义”系一复合概念，融合传统地缘政治势力范围理论与现代进攻性安全策略。其核心逻辑在于将原先防御性的“禁区”意识，转化为主动的、跨境的干预机制。DMD关键内涵可从以下三个维度剖析：

1、核心手段：从防御转向预防性清除

传统门罗主义强调“不许干涉我方势力范围”；阻击型版本则转向主动出击：

预防性攻击（Preemptive Strike）：在威胁尚未完全成型（如敌对势力渗透、非对称武器部署）前，直接动用军事或准军事手段将其摧毁。

在2025年NSS背景下，阻击型门罗主义不仅是对1823年原始门罗主义的数字化与实战化翻修，更是川普总统回归后，将“美利坚利益”与“全球版块治理”（即各国领导人对本国人民幸福生活负责）挂钩的终极手段。若传统门罗主义为“划出一道线，不许进来”，则川普时代的阻击型门罗主义则为“只要你可能威胁到我的逻辑，我随处可以降维打击”。

基于此，可从以下三个维度深化对“川普版阻击型门罗主义”的剖析：

1、进攻性防御：从离岸平衡到定点外科手术

川普的灵活现实主义核心在于不寻求大规模、旷日持久的全面战争，但保留极高频率、高强度的定点暴力。

手段的精准化：阻击型门罗主义不再动辄派遣数万地面部队，而是依赖高精尖科技，如无人机群、网络瘫痪（Cyber-Offensive）以及特种行动。其目的并非占领，而是“阻断”。

预防性门槛的降低：只要白宫认定某一地区的生活方式再选择（如转向去中心化贸易体系或非美金融协议）触及美国地缘政治底线，即便无物理攻击发生，美国亦可能发动“阻击”。

震慑效应：通过对关键节点（Key Nodes）的“精准斩首”（无论政治领袖抑或技术领袖），向整个版块传递“违反美国原则代价极高”的信号。

“生活方式创新与再选择”系一种全新的视角。川普时代的阻击型门罗主义，实质上保护一套以美国为核心的“价值市场原则”：

时代课题：化解冲突重建世界秩序

阻击型门罗主义不仅限于地缘战略调整，更涉及“化解冲突重建世界秩序”的国际关系时代课题，即从支配性“主权国家秩序”向交互主体“共生国家秩序”的转变。

支配性主权国家秩序系指，无论主权在官抑或主权在民的政权组织，只要得到多数国家承认，不管其在世界上扮演何种角色，哪怕造成世界分裂威胁和平，其主权均须得到无条件尊重。该秩序源于威斯特伐利亚体系，强调形式主权的绝对性，但忽略内部治理的正当性与合法性，导致威权政权通过国际承认维持对内压迫。

交互主体共生国家秩序则指，主权在民、维系国民个人生命自组织连接平衡的政权组织，在国际上有良善国家行为能力和影响，无论其国土大小国民多少，都是国际社会的平权成员！交互主体共生（Intersubjective Symbiosism）秩序,强调国家主权的合法性源于对人民福祉的责任，视国家为交互主体的共生网络，而非支配工具。

在此框架下，国家间关系基于共享价值与互惠原则，优先干预那些违背“主权在民”原则、威胁全球稳定的政权。

2026年初的实战案例凸显此转变：1月3日，美国发动“绝对决心行动”（Operation Absolute Resolve），捕获委内瑞拉总统马杜罗及其妻，并移交纽约法院审判，罪名为毒品恐怖主义阴谋与可卡因进口阴谋。 此行动导致约75人死亡，包括32名古巴特种部队成员，并引发委内瑞拉国内分裂——部分民众庆祝，另部分视之为“绑架”。随后，副总统Delcy Rodríguez接任代理总统，美国宣布监督委内瑞拉直至安全过渡，并解除石油贸易制裁，推动私有化。 2月28日，美国与以色列联合导弹打击，成功暗杀伊朗最高领袖哈梅内伊。伊朗宣布40天全国哀悼期，但国内反应两极：支持者哀悼集会，反对者街头庆祝（包括海外伊朗社区），甚至呼吁回归前王朝。

Abstract

This article, based on the analytical framework of the 2025 U.S. National Security Strategy (NSS), explores the concept of "Defensive Monroe Doctrine" (DMD) first proposed by the author in "The Turning Point of National Destiny—A Brief Review of the 2025 U.S. National Security Strategy" (December 7, 2025). It aims to elucidate the essential transformation of U.S. strategy following President Trump's (Donald Trump) return and its impact on the reconstruction of world order. The Defensive Monroe Doctrine transforms the traditional Monroe Doctrine from a defensive exclusion zone consciousness into an active cross-border intervention mechanism, emphasizing the maintenance of ideological, geopolitical, and lifestyle blocs through preemptive strikes and targeted decapitations. The author argues that this transformation is fostering a demonstrative effect for Globalization 3.0, marking a rule reconstruction from politically correct "universal benefits" to a "membership system" with clear distinctions of right and wrong, good and evil, beauty and ugliness. The article deepens the analysis from the perspective of flexible realism, arguing that it serves as the U.S.'s dynamic balancing strategy in a multipolar world, and further discusses its contemporary significance in resolving conflicts and rebuilding world order, namely the transformation from a dominant "sovereign state order" to an intersubjective "symbiotic state order" (Transformation).

Introduction

2026 is destined to be an extraordinary year. If the U.S. cross-border capture of Venezuelan President Maduro in South America on the third day of the new year was astonishing but could still be explained by the Monroe Doctrine, then the elimination of Iran's supreme leader Khamenei and his senior generals in the distant Middle East on the last day of February cannot be justified by the Monroe Doctrine alone.

In "The Turning Point of National Destiny—A Brief Review of the 2025 U.S. National Security Strategy," the author analyzed the core of NSS strategic reconstruction—Flexible Realism—and proposed the concept of "Defensive Monroe Doctrine" (DMD). This concept is not "Donroe Doctrine"; DMD refers to a principle that employs preemptive strikes or targeted decapitations to defend or reshape ideological, geopolitical, and lifestyle innovation and re-selection blocs in the international peaceful market order. This doctrine embodies the demonstrative effect of Globalization 3.0, representing version 2.0 of Deng Xiaoping's proposition that "all countries that maintain good relations with the United States become prosperous," shifting from a politically correct "universal benefits" without distinctions of good and evil, right and wrong, to a "membership system" rule reconstruction with clear distinctions of right and wrong, good and evil, beauty and ugliness. It completely transcends the old narratives of "power from the barrel of a gun" or "power from the ballot box."

Concept Definition

The "Defensive Monroe Doctrine" is a composite concept that integrates traditional geopolitical sphere of influence theory with modern offensive security strategies. Its core logic lies in transforming the originally defensive "exclusion zone" consciousness into an active, cross-border intervention mechanism. The key connotations of DMD can be analyzed from the following three dimensions:

1. Core Means: From Defense to Preemptive Elimination The traditional Monroe      Doctrine emphasizes "no interference in our sphere of      influence"; the defensive version shifts to proactive strikes:

• Preemptive Strike: Directly employing military or paramilitary means to destroy       threats before they fully form (such as enemy infiltration or asymmetric       weapon deployment).

• Targeted Decapitation: Conducting precise targeted eliminations against       key decision-makers, ideological core figures, or technical leaders in       hostile camps, achieving blockade of the entire bloc's dynamics at       minimal physical cost.

2. Objects of Defense: From Territory to Bloc Values This theory not only defends      geographical borders but also safeguards the following three deep-level      blocs:

• Ideological Bloc: Ensuring that ideologies within specific blocs (such as liberal       democracy, religious traditions, or specific social contracts) are not       eroded by external heterogeneous civilizations or political forms.

• Geopolitical Bloc: Maintaining absolute control over key strategic pivots (such as       energy corridors or semiconductor chains) and excluding external       competitors.

• Lifestyle Bloc: Protecting specific consumption patterns, financial settlement       systems (such as the USD/digital currency system), and data privacy       standards, viewing them as extensions of survival rights.

3. Objectives: Defense and Reshaping in Parallel

• Defense: Establishing an "immune system" through targeted       strikes on external infiltrations to maintain the purity and stability of       existing blocs.

• Change (Regime/System Change): When neighboring blocs or key       nodes show deviations that may threaten the interests of this bloc, using       defensive means to forcibly restart their political or peaceful market       logic.

Theoretical Framework: Flexible Realism

The Defensive Monroe Doctrine is an embodiment of flexible realism in international relations logic. This doctrine holds that in the multipolar modern world, great powers must not only guard their territories but also establish "denial zones" in the invisible domains of concepts and lifestyles through "precision surgical" actions. Flexible realism emphasizes strategic flexibility, precise targeting, and the pursuit of dynamic balance, rather than indiscriminate power suppression.

In the context of "The Turning Point of National Destiny," placing the Defensive Monroe Doctrine within the flexible realism framework reveals its profundity: it is no longer a rigid, all-out hegemonic model but a screening and filtering system based on "common sense return" and "civilizational contracts."

Deepened Analysis

In the 2025 NSS context, the Defensive Monroe Doctrine is not only a digital and practical renovation of the original 1823 Monroe Doctrine but also the ultimate means by which President Trump, upon his return, links "American interests" with "global bloc governance" (i.e., national leaders being responsible for their people's happy lives). If the traditional Monroe Doctrine is "drawing a line, no entry allowed," then Trump's Defensive Monroe Doctrine is "as long as you may threaten my logic, I can strike dimensionally anywhere."

Based on this, the analysis of "Trump's Defensive Monroe Doctrine" can be deepened from the following three dimensions:

1. Offensive Defense: From Offshore Balancing to Precision Surgery Trump's flexible realism core      lies in avoiding large-scale, protracted full wars but retaining extremely      high-frequency, high-intensity precision violence.

• Precision of Means: The Defensive Monroe Doctrine no longer deploys       tens of thousands of ground troops but relies on high-tech such as drone       swarms, cyber-offensives, and special operations. Its purpose is not       occupation but "blockade."

2. Market Protectionism for Ideological and Lifestyle Values "Lifestyle innovation      and re-selection" is a profoundly new perspective. Trump's Defensive      Monroe Doctrine essentially protects a set of "value market      principles" centered on the U.S.:

• Zero-Tolerance Standard Competition: If a bloc attempts to       establish new lifestyles through digital authoritarianism, AI       surveillance, or non-Western narratives, the Trump administration views       it as a direct invasion of the "U.S. bloc."

• Not Seeking Full Coverage, But Precision Acupuncture: It does not intervene in       all global disputes but flexibly decides intervention based on the degree       of damage to the three core blocs of "ideology, geopolitics,       lifestyle."

• Asymmetry of Means: Preemptive strikes or targeted decapitations are no       longer preludes to war but "scalpels" replacing large-scale       wars. Maintaining the stability of international peaceful market       principles through ultra-low-cost precision interventions is the essence       of "flexibility."

2. Globalization 3.0: From Mud and Sand Mixed to Clear Distinctions of      Right and Wrong The "Globalization 3.0 demonstrative effect" is      essentially a correction of the past thirty years' "non-judgmental      economic globalization (2.0)."

• In the Sense of Country Selection for 'Inclusion' or 'Exclusion,'       the Return of Common Sense Distinctions of Right and Wrong, Good and       Evil, Beauty and Ugliness: This is the most profound upgrade of Deng       Xiaoping's proposition that "following America leads to       prosperity." In flexible realism's view, wealth distribution is no       longer merely trade volume but dividends of "civilizational credit."

It is       not only defense but also establishes a "survival of the       fittest" civilizational demonstration globally.

3. Re-Selection Blocs for International Market Principles "Lifestyle innovation      and re-selection blocs" is an extremely forward-looking argument:

• Protecting Choice Rights: The Defensive Monroe Doctrine       does not impose a uniform model but defends an innovative       freedom—especially thought freedom in the AI era—by defending against       authoritarian or monopolistic forces that "attempt to deprive others       of choice rights."

• Essence of Membership System: This membership system is not       an exclusive clique but uses "common sense" as the entry       application.
