建议澄清“official school”的法律定义，是否指认证教育机构？是否符合州教育法规？
5. 权力条款中“ethical use of AI”与“protect AI”表述需更精确
“...promote the ethical use of AI, prevent the AI tools to be used for fraud and immoral practices, and protect the AI from cyber crimes…”
建议改为： “...promote the ethical use of AI, prevent misuse for fraudulent or unethical purposes, and safeguard AI systems against cyber threats.”
