——读高全喜教授《川普?抑或:川普!》有感川普现象是美国“外生性与内生性交互创新”历史性转变需要使然

18日自新加坡来越南已经十天了,从北到南走了一圈,总的感觉,还是来时第一印象:年轻人居多的越南,国运正处于上升态势。我的文章,特别从1945年后越南与ROC台湾的历史对比开始——两地走出了截然不同但同样值得尊敬的两个现代化模式( http://symbiosism.com.cn/11185.html)。

这里补充三点:第一,越南人信神,而且信什么神的都有,官方看来是允许将无神论寓于有神论之中——最典型的标志是天主教堂的大十字加上放上一颗黄色五角星;第二,越南早在1986年“革新开放”时制定了《外资直接投资法》,不要求外资企业中“越资占比”,防止了“模仿-占有-挤兑”技术管理模式,让外资在越南投资有安全感、有预期性;第三,南方的胡志明市(原先越南共和国首都西贡市),显然比河内市要发达,但都有举世闻名的“街边咖啡”“全民摆摊”挤占街区的“乱象”,却没有“城管”,只有遍布大小街区的小国旗和小党旗迎风飘扬,似在提醒自由自在的国民不要忘记退在市场背后的执政党的存在。

好了,明天回温哥华,关于越南的事情先留到以后再说。


今儿凌晨,收到朋友发来高全喜教授在《瞧:这个美利坚!》中的观察,读了,感觉稳健而不情绪化,这是当下中美舆论高度撕裂时代中的稀缺品质。

不过,他对美国的分析框架——“一面是全球化普世价值的灯塔,一面是川普的MAGA现实主义”——仍显得偏于静态、刻板,无法充分解释过去十年美国政治与社会的深度变化。

如果说川普45任时期(2017–2021)是以内生性促外生性,即从美国内部活力重新塑造美国在全球的姿态;

那么川普47任伊始2025–)则明显外生性反促内生性:国际结构的裂缝、供应链战与全球规则重组,倒逼美国重建自身的制度与国家竞争力,具有率先垂范的意义——川普在联合国解释“美国优先”时,讲的每个国家领导人都要对本国人民负责,才能“再次伟大”——于是要求国际规则的公平,改变WTO的模糊性,重构全球化新秩序

换言之,所谓“川普主义”根本不是传统意义的民粹或保守主义,而是一种“山巅之城富豪治国”的理想主义与保守主义合体——一种跨越意识形态之争、以国家生存合理结构作为出发点的政治创新。

MAGA-MAHA运动的三重进化:商人+军人+政治家的复合体

川普本人、MAGA运动与更大的MAHA(Make America Healthy Again)运动,在过去八年间完成了罕见的学习成长。再次入主白宫时,他们的治理观念已从“对抗政治正确”升级到“重建国家可持续性”的结构性任务,其核心可概括为六条:

1. 真诚兑现承诺——撕掉建制派政治的虚伪与拖延症;

2. 行政风格透明——权力运作公开、简洁,不藏污纳垢;

3. 反低效、反浪费、反欺诈——将“企业治理KPI”引入政府;

川普不是完人。他的错误多来自:

处事过程中策略被局部放大;

语言与风格的急功近利喜功;

有时天真,尤其是对人性的误判;

但关键是:

他会修正。

利坚合众国更有纠错机制。

美国的50位州长没有一个是他任命的;

行政预算必须经国会批准;

媒体与公众可以随时把他骂到谷底;

司法与州权随时能反制他。

所以说川普“独裁”,那更多是政治正确的大V们自以为是的幻觉。

其实,川粉、川黑,没所谓,关键粉者黑者们自己会不会误导自己——真正误入死胡同的,是那些被旧话术绑架、用冷战框架解读川普的意见领袖他们在不断失去现实感与创新思维

世界因“一个人的存在”而正在发生 Transformation

我们正在目睹一个罕见历史时刻:一个活生生的个人的存在本身(见《德意志意识形态》“全部历史的第一个前提无疑是有生命的个人的存在”1845),就足以触发全球政治经济秩序的转型。

于是,老的套语、老的政党、老的万能处方全部失灵。

I arrived in Vietnam from Singapore on the 18th; it has already been ten days. Traveling from north to south, my overall feeling remains the same as my first impression: Vietnam, a country with a predominantly young population, is clearly in an upward phase of national fortune. My next article will begin with a historical comparison between post-1945 Vietnam and the Republic of China on Taiwan—two places that have taken completely different yet equally respectable paths to modernization (see http://symbiosism.com.cn/11185.html). Three additional observations: First, Vietnamese people believe in gods—and all kinds of gods at that. Officially, it seems atheism is allowed to reside within theism; the most striking symbol is a Catholic church with a huge cross topped by a yellow five-pointed star. Second, as early as 1986, during “Đổi Mới” (Renovation), Vietnam enacted a Foreign Direct Investment Law that does not require foreign enterprises to have a certain percentage of “Vietnamese capital,” thereby preventing the “imitate–seize–crowd out” technology-management model and giving foreign investors a sense of security and predictability. Third, Ho Chi Minh City in the south (formerly Saigon, capital of the Republic of Vietnam) is visibly more developed than Hanoi, yet both cities share the world-famous “street-side coffee culture” and “everyone sets up a stall” phenomenon that occupies sidewalks. There are no urban management officers (chengguan); instead, small national flags and party flags fly on every block, as if gently reminding the free-spirited citizens not to forget the ruling party that quietly stands behind the market. That’s enough about Vietnam for now; tomorrow I return to Vancouver, so the rest can wait.

Tonight, in the early hours, a friend sent me Professor Gao Quanxi’s observations from Look, This America!. After reading it, I found his tone steady and devoid of cheap emotions—a rare quality in an era when Chinese and American public discourse is violently torn apart. Yet his analytical framework—“one side the lighthouse of global universal values, the other Trump’s MAGA realism”—still feels somewhat static and rigid, insufficient to fully account for the profound changes in American politics and society over the past decade.

If Trump’s 45th presidency (2017–2021) was primarily endogenous driving the exogenous—that is, internal American vitality reshaping America’s global posture— then the beginning of the 47th presidency (2025–) is clearly the reverse: exogenous forces feeding back into the endogenous. Cracks in the international structure, supply-chain wars, and the restructuring of global rules are forcing the United States to rebuild its own institutions and national competitiveness. This carries exemplary significance: as Trump explained at the United Nations when defending “America First,” every national leader must first be responsible to his own people before his nation can “become great again.” Hence the demand for fairness in international rules, the removal of WTO ambiguities, and the reconstruction of a new global order.

In other words, “Trumpism” is fundamentally neither traditional populism nor conservatism. It is a fusion of “city upon a hill” idealism with plutocratic governance—a political innovation that transcends ideological disputes and takes the rational structure of national survival as its starting point.

The Triple Evolution of the MAGA-MAHA Movement: Businessman + Soldier + Statesman Compound

Trump himself, the MAGA movement, and the broader MAHA (Make America Healthy Again) movement have, in just eight years, completed a rare learning and growth curve. When they return to the White House, their governing philosophy has upgraded from “fighting political correctness” to the structural task of “rebuilding national sustainability.” The core can be summarized in six points:

  1. Genuinely deliver on promises—rip away the hypocrisy and chronic procrastination of establishment politics;

Trump’s Shortcomings Are Not “Dangerous”; They Are Merely “Correctable Defects”

Trump is not perfect. Most of his mistakes come from: • Tactical moves being locally magnified during execution; • A hasty, results-oriented, and sometimes boastful style of speech; • Occasional naïveté, especially misjudgments of human nature.

But the key point is: He corrects himself. The United States of America has even stronger correction mechanisms.

Not one of the 50 state governors is appointed by him; Every dollar of administrative spending must be approved by Congress; The media and the public can curse him into the abyss at any moment; The judiciary and state powers can counter him at any time.

So calling Trump a “dictator” is mostly the self-righteous hallucination of politically correct influencers. Whether you love or hate Trump is irrelevant; the real question is whether the lovers and haters are misleading themselves. Those truly trapped in a dead end are the opinion leaders still bound by old scripts, using Cold War frameworks to interpret Trump—they are rapidly losing touch with reality and innovative thinking.

The World Is Undergoing Transformation Because of “the Existence of One Individual”

We are witnessing a rare historical moment: the sheer existence of one living individual (see The German Ideology, 1845: “The first premise of all human history is, of course, the existence of living human individuals”) is enough to trigger the transformation of the global political and economic order.

All old clichés, old parties, and old universal prescriptions have failed. Trump can neither be idolized into collapse nor demonized into oblivion—he can only idolize or demonize himself. No matter how shrill the howls of political correctness, they cannot stop the light boat that has already passed ten thousand mountains.

Someone has to do the work, right?
